Idealism and freedom of idealism leads by definition to mass disagreement. This begs an economically and tribal driven need for consistency and cultural stabilisation and therefore slowly invokes surreptitious control from a biased and financially conceived or naturally congregating governing body, benevolent or aggressive alike.
